Programs like the DSWD Social Amelioration Program (SAP) and DOLE CAMP offered financial aid to vulnerable sectors, but many challenges persisted.

Businesses endured retrenchments, closures, and even bankruptcy. Leaders faced difficult decisions, balancing organizational survival with employee welfare. This era tested the resilience of both employers and employees.
